Part 1: The Carnegie Corporation is Behind the School “Choice”/Charter Agenda

John Ayers, brother of Bill Ayers (“Weatherman”) orchestrating “choice.” The political Left and the political Right have the same “Trojan Horse” so-called “choice” agenda. Congress must resume investigation of tax-exempt foundations including so-called conservative foundations.

…er, the United States!

I recently did a radio interview on Wednesday, June 18, 2014 with Dr. Stan Monteith. I spilled all the beans regarding the neoconservative Trotskyite pro-school choice/charter school agenda during the interview—one hour of complete exposure covering tax-exempt Heritage, Eagle Forum, Freedom Works, Pioneer, et al, and the Carnegie Corporation. I called for resumption of the 1953-1954 Congressional Investigation of the Tax-Exempt Foundations that was abruptly shut down during the Eisenhower Administration. The late Senator Jesse Helms, in 1986 at a ceremony we held to honor the late Norman Dodd (I was present) promised Dodd, the principal investigator during the congressional investigation, that he, Jesse Helms, would see that the investigation would be resumed. This interview with Dr. Stanley Monteith took place two days before I found out that my call for a resumption of the investigation was indeed even more important than I had ever dreamed.

Yesterday I came across a 3-page document which proves that the present charter school movement is spearheaded by no less than Chicago Communist Bill Ayers’ brother, John Ayers, who up until a few years ago was Vice President and Treasurer of The Carnegie Foundation for the Advancement of Teaching in Stanford, California. The following information underscores exactly why the 1953-1954 investigation MUST be resumed, IF the United States is to continue as a constitutional republic, not just one of the global system’s democratic socialist regions run by unelected council form of government (communist form of government).

First, important background information. John Ayers’ tenure at CFAT followed the Presidency of CFAT by Professor Lee Shulman, who oversaw the Chicago Skinnerian Mastery Learning/Direct Instruction disaster (1968-1980), with the help of Sophie Bloom, the wife of behaviorist Benjamin Bloom 1968-1980.This disaster resulted in half the freshman class in Chicago failing to graduate. It was referred to by Education Week as a “human tragedy of enormous proportions.” Shulman, who went on to head up Stanford’s Education Policy Institute, was awarded $817,000 by Carnegie Corporation in 1987 to develop over the next 15 months new forms of teacher assessment materials that would be the basis of standards adopted by a national teacher certification board. Shulman was named President of the Carnegie Foundation for the Advancement of Teaching, in 1995, when former President, Ernest Boyer, passed away.

More recently Shulman is known for his role in assisting Catholic educators to “transform” and redirect Catholic education which then culminated in “Catholic Standards and Benchmarks” based on Common Core and promoted through the Common Core Catholic Identity Initiative.In 2007, a major conference was held to redirect Catholic education. The Carnegie Foundation for the Advancement of Teaching (CFAT) convened and funded a conference entitled A Carnegie Conversation on Catholic Education. This was a “mother lode” to radically change Catholic Education. Tony Bryk, President of CFAT, along with Lee Shulman, President Emeritus of CFAT, called for the “Carnegie Conversations,” which was only the first of a series of conferences. The additional conferences were then led by the Catholic Higher Education Consortium CHEC), which was an initiative established during this 2007 summit at the urging of Shulman…. One of the products of the continuing Catholic Higher Education Consortium (CHEC) was the “National Standards and Benchmarks for Effective Elementary and Secondary Catholic Schools. This paper from which I am quoting (below) appears to have been written by someone very high up with access to the truth behind the school choice/charter school movement. I found it in an important file I had on Maine’s application for federal funding of its School to Work Initiative.When reading this 3-page document please remember that the Carnegie Corporation of New York (President David Hamburg) signed an extensive agreement with the Soviet Academy of Science related to joint development of computer courseware in critical thinking for early elementary school children at the same time President Reagan signed the education agreements with President Gorbachev which merged the two education systems (1985). It was David Hamburg, President of the Carnegie Corporation, who said in regard to curriculum development and the restructuring of American education: “Privately endowed foundations can operate in areas government may prefer to avoid.” This statement underscores the necessity of immediately reopening the Congressional Investigation of the tax-exempt foundations so that an end can be put to the meddling by unelected tax-exempt entities (foundations) in affairs of state, including the education of our children.

“CHARTER SCHOOL BACKGROUND: ‘THE 5W’s’”

The first part of the three-page document relates to the role of Thomas G. Ayers, father of Bill Ayers, Weatherman terrorist/communist, and his second son, John Ayers, and his leadership role in school choice, especially school charters. Thomas G. Ayers (1915-2007) was a prominent corporate gentleman with unbelievable connections across the board, including having served as V.P. of the Chicago Board of Education, and on the board of directors of numerous major American corporations. The last sentence under section regarding the late Thomas G. Ayers says:

“His son, John Ayers, once on the staff (1983-1986) of former U.S. Rep. Lane Evans, Dem. IL, is a national leader in charter school development.”

All the info in this paper has numbered citations, but they are not included at end of the paper from which I quote. This paper then goes on to discuss William Charles “Bill” Ayers, and the fact that he co-founded Weather Underground, a self-described Communist revolutionary group that conducted a campaign of bombing public buildings during the 1960s and 1970s. He is a retired professor in the College of Education at the Univ. of Ill. at Chicago, formerly holding the titles of Distinguished Prof. of Ed. and Sr. University Scholar. During the 2008 US presidential campaign, a controversy arose over his contacts with candidate Barack Obama. He is married to Bernadine Dohrn, who was also a leader in the Weather organization.

Now, here are key excerpts from the November 2009 article, ”Carnegie Names John Ayers New Vice President”:

“Carnegie Names John Ayers New Vice President”

“Chicago education advocate and reformer John Ayers has been named vice president and treasurer of The Carnegie Foundation for the Advancement of Teaching in Stanford, California, effective November 2.

“John’s administrative and management experience… will help immensely as Carnegie embarks on a multi-faceted research and development agenda,” said Carnegie President Anthony S. Bryk. ‘Carnegie’s new work will bring together a diverse network of practitioners, researchers, social entrepreneurs, policy makers and other stakeholders to map the many dimensions of the most difficult education problems and to identify promising solutions to foster continuous improvement. John’s skills beautifully align with what I and the Foundation need at this time.'”

“As a consultant on school reform in Chicago, Ayers launched Union Park High Schools, a school management organization, in 2008 with plans to create four charter high schools in Chicago. He created a unique partnership with three labor unions and Johns Hopkins University to launch these high quality schools over six years. He has also worked on crucial national issues in education. He has consulted with National-Louis University on its urban education strategies and helped the university win two large grants from the U.S. Dept. of Education, the Teacher Quality Partnership grants aim to improve teacher preparation by using residency programs similar to medical residencies. He is also a senior associate at the National Association of Charter School Authorizers, which supports quality practices in the organizations that grant and oversee America’s 4,600 charter schools.

“As executive director of Leadership for Quality Education (LQE), Ayers led efforts to bring charter schools to Illinois and spent ten years advocating policies and managing programs that improved principal leadership in the city. He also enhanced management, governance and community support for innovative small schools and charter schools. A major force for school reinvention in Chicago, LQE was widely engaged in community efforts to improve schools, including in the late 1990s, when Ayers worked closely with Bryk as he was designing and launching the award-winning Consortium on Chicago School Research.

“Ayers is taking a unique role at Carnegie…. The Foundation decided to merge the two leadership positions as part of a larger administrative reorganization.

“John Ayers takes on the difficult job at Carnegie that combines two high-level and essential positions, that of vice president and treasurer,” said David Tatel, the current chair of the Carnegie Board. ‘The Search Committee knew we may have been searching for the impossible candidate, but it turned out not to be the case; we found the perfect person for the position. John has a deep understanding of education issues, is a problem solver, and has enormous experience as a manager and leader. We couldn’t be more pleased with this appointment.” [bold added]

Now, here is the rest of the story… is it any wonder Louisiana is leading the way with charter schools? From an article published on May 31, 2012, titled “Education advocate chosen to lead Cowen Institute,” in News from Tulane (University), are excerpted key pieces of information.

John Ayers, a former Carnegie Foundation executive and longtime education policy leader and advocate for educational excellence and equity, will be the new executive director of the Cowen Institute for Public Education Initiatives at Tulane University….

Ayers was most recently with the Carnegie Foundation for the Advancement of Teaching on the Stanford University campus in California….

“I can assure you that John couldn’t be more excited about coming to New Orleans to help us advance the Cowen Institute’s mission and move the institute’s work to the next phase,” Cowen said, “as well as continue the reform effort at the local and state level.” …Ayers spent most of his career in Chicago, where he led successful urban school reform strategies and was one of the key figures in Illinois’ early charter school movement.

He served as vice president for strategic partnerships at the National Association of Charter School Authorizers, working to strengthen quality review and oversight of the growing charter school sector.

For 11 years, Ayers was the executive director of Leadership for Quality Education, part of a Chicago senior business leadership group. While there, he spearheaded the implementation of two landmark urban school reform laws and chaired the steering committee of the Consortium on Chicago School Research at the University of Chicago.[bold added]

The aforementioned information should convince the most skeptical of skeptics regarding collusion between political Left and Right—that something is horribly “wrong in Denmark” as relates to the highly touted tax-funded school choice/charter school agenda being pushed on innocent Americans by the neoconservative tax-exempt foundations, with much help from their supposed nemesis, the leftist tax-exempt foundations. Resumption of the investigation of the tax-exempt foundations is the only solution to keeping the USA out of the Carnegie-spawned (since early 1900s) global system with its Womb to Tomb /Limited Learning for Lifelong Labor. Carnegie Corporation, in its little blue book Conclusions and Recommendations for the Social Studies, 1934, called for using the schools to change America’s capitalist economic system to a “planned economy” and at the same time called for doing away with the right to own property!

Part 2: A Call to Action!

THE REPUBLIC OF THE UNITED STATES OF AMERICA IS ON BORROWED TIME.IT IS MUCH, MUCH, MUCH, MUCH LATER THAN YOU THINK!

School choice came from the Left and is now being launched by the Right. A great illustration of this is found in my DDD book (p. 322) in a quote by Marjorie Ledell, an associate of William Spady’s in his High Success Network, who said:

“Finally, raise the real issue and depend on democracy. Don’t let “to OBE or Not to OBE” or “to implement or not implement efforts to improve student learning” cloud the overdue national debate about whether public education should exist or be replaced with publicly funded private education.” [Educational Leadership, Jan. 1994, bold added]

As outlined in this article, my position on supporting traditional public schools with elected boards accountable to the taxpayer does nothing to diminish my deep concern regarding the “deliberate” dumbing down of those very schools. It is interesting that the following groups have been involved in the “deliberate” dumbing down of our children ever since 1945 when the USA joined the United Nations. Equally interesting is that all support “tax-funded school choice,”and have for many years:

– the U.S. Office of Education and U.S. Dept of Education (and its laboratories and centers)
– the leftist globalist NEA and AFT unions (the leaders, not the teachers)
– the colleges and universities (training of teachers)
– the corporations
– the tax-exempt foundations

We have been victimized. We are caught between a rock and a hard place. What “real” choice do we have?

Of course, that You Tube video was produced a few years ago before educators and others in New Jersey knew what was coming down the pike…that there wouldn’t be any public schools left—at least ones with elected school boards… representing the taxpayers!

Look at New Orleans, which has become a 100% charter district. One of the leaders in the national school charter movement is John Ayers, ex-Vice President and Treasurer of the Carnegie Foundation for the Advancement of Teaching. John is the brother of Bill Ayers of the 1970’s communist “blow up buildings” Weathermen movement. John Ayers is now an integral part of the national education restructuring agenda out of Tulane University in Louisiana. No more blowing up buildings–just blow up the traditional education system! Does anything in this article sound familiar to you? Probably not, since you have been deprived of the history of what has really been going on in education since 1945. There has been a 100% boycott of the well-researched truth about what has been going,especially since 1980, under President Reagan, when the “old/new” education agenda restructuring was finally carved in stone. This restructuring required a move from academic to Skinnerian performance-based (OBE) education. Such a move was necessary if a planned economy using school-to-work initiatives was to be realized. My office in the U.S. Dept. of Education (the Office of Educational Research and Improvement-OERI) connected with UNESCO and OECD, Paris, was called on to implement this radical/unconstitutional agenda.

In 1980, upon the election of President Reagan, the Democrats in Congress, who had been responsible for the ESEA 1965 funding of all the outrageous values-destroying programs put into schools in all 50 states, put their feet up on their desks and handed over the “new/old” restructuring of America from capitalism to socialism/communism to the Republican neoconservatives. Such restructuring would require school-to-work training and the unelected council form of government (regionalism/communism). See my DDD book, page 134, for proof that regionalism is communism, from an article in The Daily World (Nov. 1975) titled “Planning Is Socialism’s Trademark” by Morris Zeitlin. The Daily World (newspaper of the Communist Party USA) was formerly known as The Daily Worker and was founded in 1924. The importance of this article lies in its blatant admission that regionalism, which is gradually becoming the accepted method of unelected governance in the United States (unelected councils and task forces, participatory democracy, public-private partnerships, etc.) is the form of government used in democratic socialist and communist countries. President Reagan placed his mark on this corporate/fascist/socialist agenda when he implemented the “White House Initiative on Private Sector Initiatives,” which allowed the public schools to partner with the corporations to “train” students for the workforce. This spelled the end of academic education for the good of the student and the end of “accountability to taxpayers. Our children, from that time on, would be considered “human resources” to spin-off profits for the global elite.

Remember Secretary of Education T.H. Bell’s highly publicized “A Nation at Risk?” which told America that there was a test score problem when there really wasn’t one? We were all lied to in order to get Americans on board with the aforementioned education restructuring. It was a superb use of the Hegelian Dialectic: Create the illusion there is a test score problem, when there wasn’t really one; get people to scream; come to their assistance with “their” sugar-coated restructuring solution… ALL under a so-called conservative President.

And we fell for the lie… hook, line, and sinker, thus enabling the termites to offer us a solution: the restructuring from academics to workforce training “solution” (?)facing us today. All components of this solution came out of my office. In fact, I was assigned to work with Reagan-appointed, neoconservatives (most of whom were not educators) in the planning and oversight of the various components of the solution:

– computer technology for education and assessment (get rid of books!)
– tax-funded school “choice” (supported by radical right and radical left)
– massive global education, including extensive signing of international education agreements
– push towards lifelong community education under unelected councils
– Use of the Skinnerian performance-based direct instruction/mastery learning method (using operant conditioning) starting with Skinnerian reading instruction (DISTAR), congressionally carved in stone by the Reading Excellence Act, after the true phonics method of teaching reading had been deliberately destroyed by Whole Language. The carving in legislative stone was a necessary part of Carnegie Corporation’s (Marc Tucker/David Hornbeck) corporate performance-based school-to-work agenda. Skinner said “I could make a pigeon a high achiever by reinforcing it on a proper schedule.”

– A Nation At Risk

Fifteen years ago the National Alliance of Business called for kindergarten to age 80 workforce training! Read that over and over and ponder the future of your family and our nation.

Does the reader know that government-funded school choice is INTERNATIONAL? Charter schools are international; they are called “contract” schools in Russia. The USA is one of a very few nations, perhaps the only one (?) not to have accepted this totalitarian publicly-funded private education system. “They” at the international level MUST draw us, the most important nation in the world, into the trap. Otherwise the global computer system won’t work—every child born on this planet must be enrolled in this government/corporate funded and controlled school choice system or the global computer data won’t compute. Makes sense doesn’t it? How can you have a smoothly operating global workforce training system without “tax-funded school choice”? The money MUST follow the individual child; each child with his individual education plan being trained for his/her job which has been designated by the public/private partnership… perhaps “lifelong.” This is the Soviet polytechnical system. This is what the late Prof. Eugene Boyce of University of Georgia described so well when he defined communist polytechnical education as follows in his book The Coming Revolution in Education, 1983, as quoted in the DDD book, page 317:

“The communists do not educate people for jobs that do not exist. No such direct, controlled relationship between education and jobs exists in democratic countries.”

By the way, in the 1970s, 19 out of 20 of UNESCO’s education advisors came from the Soviet Union and Communist Bloc countries. American education philosophy, methodology, curriculum, and assessment are based on directives from UNESCO and OECD (Office of Economic Cooperation and Development) in Paris, France.

WE AMERICANS ARE CAUGHT BETWEEN A ROCK AND A HARD PLACE (POISON):

ROCK-POISON #1: Tax-funded School “Choice”to spin-off profits for the global elite, with no say whatsoever in your children’s education (how your tax money is spent: aka taxation without representation).

This agenda is supported by President Obama; Secretary of Education Arne Duncan; Lou Gerstner, ex-CEO of IBM,and Reed Hastings of Netflix (both of whom called for bringing down the public school system with its elected boards); Rockefeller Council on Foreign Relations (CFR); the neoconservative Heritage Foundation; and most, if not all, of the so-called “Conservative”tax-exempt groups.

Especially, do not forget that the Heritage Foundation drafted the North American Free Trade Agreement (NAFTA) which has robbed Americans of hundreds of thousands (millions?) of good-paying jobs! Communist Karl Marx was an ardent supporter of free trade. As a good communist he knew free trade would kill capitalism, the backbone of our successful economy which has been the envy of the world.

ROCK- POISON #2: Back to the local level.

Less lethal, mainly since we have an escape valve—locally elected school boards. Retain the traditional public education hierarchical structure: K-12;three principals;academic focus; competition; stringent graduation requirements (4 years math, English, history, science, languages, etc.); get rid of the federally and foundation-funded and developed highly controversial Skinnerian performance-based OBE dumbdown, globalist, values-destroying curriculum, which includes mental health focus starting pre-kindergarten!

The U.S. academic education system pre-1965 was known to be the finest in the world. Especially since it attempted and succeeded in serving more young people—from all classes, races, and incomes—than any other system in the world.

HOW DO WE STEP OUT FROM BETWEEN THE ROCK AND THE HARD PLACE?

– VOTE: get out in the streets (like parents in Hong Kong were doing over the same Chinese Communist “International Effective Schools” education agenda two years ago.)

– SWITCH GEARS from participating in the phony, heavily-funded anti-common core diversionary bandwagon; move onto fighting the real war: opposing all forms of tax-funded school choice. Tax-funded School Choice is the Trojan Horse that may well, over time. collapse our representative form of government.

Do the following while you can, before your right to vote has been removed under tax-funded school “choice:”

1. DEMAND CONTROL BE RETURNED TO LOCALLY ELECTED SCHOOL BOARDS:

– No more federal or international UNESCO/OECD intrusion (control) from the Departments of Education, including all its regional laboratories, Labor, or Health and Human Services in Washington, D.C.
– No more data collection at the federal,state, or regional levels.
– Abolish your state Department of Education since there is ample evidence that our State Departments of Education are evolving into entities primarily dealing with lifelong community workforce training and other services. A state department of Community Schools could easily assume the federal role due to heavy federal funding of state departments of education over the years.

2. CALL FOR RESUMPTION OF THE 1953 CONGRESSIONAL INVESTIGATION OF THE TAX-EXEMPT FOUNDATIONS:

Your job is to find one good senator to craft legislation to resume these hearings. (The details are at my blog, “RESUME THE 1953-1954 REECE COMMITTEE.”

3. USE LEGISLATION CRAFTED BY THE PEOPLE, LLC IN LOUISIANA AS A MODEL FOR YOUR STATE:

This legislation has been signed into law by Louisiana’s governor and restores local control of curriculum, methodology, and privacy rights to locally elected school boards, taxpayers, and, especially, to parents.

THE CATASTROPHE FACING ALL OF US RIGHT NOW HAS BEEN PLANNED SINCE AT LEAST 1948. (The Montgomery County Blueprint dated 1948) See: “THE PLAN: CRADLE TO GRAVE.”

This Plan very likely was conceived by the Carnegie Corporation of New York since it was spelled out clearly in Carnegie’s little blue book Report_Commission_Social_Studies-Krey-Counts-Kimmel-Kelley-1934, which called for using the schools to change America’s capitalist economic system to a planned economy (school to work) and even called for the seizure of private property!
