But they both said they would and they did. I give them tremendous credit for that.&#8217;<\/p>\n<p>And here he recounts his interaction with Ryan:<\/p>\n<p>&#8216;About a month before [final Senate passage of the bill], I ran into Speaker [Paul] Ryan and we just talked briefly. I asked if he was going to back this, whether he\u2019s willing to take on the far right. I just asked him straight up. And he said, \u201cAbsolutely. We\u2019re going to back this.\u201d And, he did. That\u2019s when I thought it had a real shot.&#8217;<\/p>\n<p>Here is where Duncan describes the tactics of the Republican betrayal:<\/p>\n<p>&#8216;We were intentionally quiet on the bill \u2013 they asked us specifically not to praise it \u2013 and to let it get through. Except for 64 House members (<a href=\"http:\/\/clerk.house.gov\/evs\/2015\/roll665.xml\" rel=\"noopener\" target=\"_blank\">click here to see how your member voted<\/a>) and for 12 senators (<a href=\"http:\/\/www.senate.gov\/legislative\/LIS\/roll_call_lists\/roll_call_vote_cfm.cfm?congress=114&#038;session=1&#038;vote=00334\" rel=\"noopener\" target=\"_blank\"> click here to see how your senators voted<\/a>) who were brave enough to buck Republican leadership, their warnings were dismissed. Now comes confirmation that the activists were dead on \u2014 and that Republican leadership, including Sen. Lamar Alexander, Rep. John Kline, and House Speaker Paul Ryan, carried out a cynical scheme to betray their constituents and give the Administration everything it wanted.<\/p>\n<p>This confirmation comes from someone who should know \u2014 Education Secretary Arne Duncan.<\/p>\n<p>In a just-released interview with Politico Pro, Duncan expressed joyful incredulity at how wonderful ESSA turned out to be from the Administration\u2019s point of view (meaning, how bad it is for children, families, and the Constitution). \u201cI\u2019m stunned,\u201d he said, \u201cat how much better it ended up than either [House or Senate] bill going into conference. I had a Democratic congressman say to me that it\u2019s a miracle \u2014 he\u2019s literally never seen anything like it.\u201d<\/p>\n<p><a href=\"https:\/\/www.politicopro.com\/education\/story\/2015\/12\/politico-q-a-arne-duncan-on-his-regrets-the-essa-miracle-and-homework-help-084132\" rel=\"noopener\" target=\"_blank\">Article available with subscription only<\/a>: <\/p>\n<p>What\u2019s so good about ESSA, according to Duncan? <em>\u201c[I]f you look at the substance of what is there [in ESSA] . . . embedded in the law are the values that we\u2019ve promoted and proposed forever. The core of our agenda from Day One, that\u2019s all in there \u2013 early childhood, high standards [ i.e ., Common Core] . . . . For the first time in our nation\u2019s history, that\u2019s the letter of the law.\u201d<\/em><br \/>\n \u2013 Education Sec. Arne Duncan, Dec. 2015 <\/p>\n<p>So just as the grassroots warned, the \u201ccore of the [leftist] agenda\u201d is embodied in the unread 1,061 pages of ESSA. Every member of Congress who claims to be conservative and who voted for this, deciding to trust the establishment rather than the knowledgeable constituents who know this issue intimately, should hang his or her head in shame.<\/p>\n<p>And as for the establishment \u2014 assuming Duncan is telling the truth, and as a lame duck on his way out the door, why shouldn\u2019t he? \u2014 what they did is beneath contempt. In Duncan\u2019s own words, speaking of Alexander and Kline:<\/p>\n<p>&#8220;We had many, many conversations behind the scenes . . . . And candidly, our lawyers are much smarter than many of the folks who were working on this bill. There are some face-saving things you give up, some talking points you give up, which we always do because we\u2019re focused on substance.  And we have every ability to implement.  That\u2019s all I\u2019ve ever wanted.<\/p>\n<p>Ever the savvy bureaucrat, Duncan realizes that implementation is often more important than statutory language \u2014 and he\u2019s been given language that he can run with, all the way to progressive Utopia.<\/p>\n<p>Duncan brags that his people outsmarted the Republicans working on the bill, which is certainly easy to believe. But maybe it was more than stupidity on their part \u2014 maybe the card-carrying members of the education establishment such as Lamar Alexander really agree with the leftists and have really bought into their dangerous philosophies.<\/p>\n<p>But either way, these revelations should end the pathetic charade that Congress just restored states\u2019 autonomy in education. Members of Congress can stop sending out mendacious press statements bragging about how they wrenched back power from Obama and Duncan. The only acceptable statements from them should be along the lines of, \u201cI\u2019m sorry, and I choose not to run for re-election.\u201d<\/p>\n<p>And as for Alexander, Kline, and Ryan \u2014 they have simply betrayed their constituents, especially the last few who actually believed any integrity remained in the Republican establishment. Remind us again why we need a Republican Party.
